The College was founded in 1980 by the local educationist’s, intellectuals and social workers of Masaurhi Sub-division in Patna district of Bihar and was named after veteran social activist Late Pannu Lal Singh.

The College is situated in Masaurhi Sub-division of Patna district and about 1.5 Km. away from the Taregna Railway Station of Patna- Gaya section. It is 31.5 Km. South of Patna.
